Preheat oven to 350 degrees F. Grease and flour an 8" baking pan.
In a large mixing bowl, mix the first 6 ingredients until well blended. Add carrots, nuts and golden raisins. Mix well. Add the vinegar, vanilla, and oil. Pour water over the top. Mix well and pour in prepared pan.
Bake for 35 to 45 minutes. Check that the cake is done with a toothpick. When inserted in the center, it should come out clean.
Remove from oven when done and allow to cool.
